President Donald Trump has moved to cancel nearly $1 billion in congressionally approved spending. The White House said the cuts target what it calls harmful spending, including programs serving refugees and unaccompanied migrant children, migrant students, minority entrepreneurs, housing counseling, and Health and Human Services grants.
