Business Groups Demand $133 Billion in Tariff Refunds After Supreme Court Strikes Down Trump's Emergency Tariffs

Following the Supreme Court's ruling that President Trump exceeded his authority under the International Emergency Economic Powers Act (IEEPA) by imposing sweeping tariffs, major U.S. business associations including the U.S. Chamber of Commerce and National Retail Federation demanded refunds for an estimated $133-175 billion in collected tariffs. The U.S. National Retail Federation called for "a seamless process to refund the tariffs to US importers." However, Trump and Treasury Secretary Scott Bessent suggested refunds could take years, despite previous government assurances that invalidated duties would be refunded with interest. Trump immediately responded to the ruling by signing a new executive order imposing a 10 percent tariff under different legal authority, creating further uncertainty for businesses and effectively circumventing the Court's rebuke of his executive overreach.
