Removes Glenn Fine as acting Pentagon IG, ousting him from pandemic oversight chair

On April 7, 2020, Trump designated the EPA's inspector general as the new acting Department of Defense inspector general, displacing Glenn Fine from that post. Because only sitting inspectors general could chair the newly created Pandemic Response Accountability Committee, the move automatically removed Fine from the position overseeing $2 trillion in coronavirus relief spending, just eight days after his fellow inspectors general had selected him to lead it. Fine retained his Senate-confirmed post as principal deputy inspector general at the Pentagon but lost the committee chairmanship. Michael Horowitz, chair of the Council of the Inspectors General on Integrity and Efficiency, publicly criticized the move; Fine resigned from the Pentagon post the following month.
