Mueller testifies report 'does not exonerate' Trump; warns Russia 'attacking as we sit here'

Special Counsel Robert Mueller testified for seven hours before the House Judiciary and Intelligence Committees, his first and only public testimony on the Russia investigation. While refusing to read from his report or offer new revelations, Mueller made key confirmations: the report 'does not exonerate' Trump on obstruction; Trump could be charged after leaving office; and most ominously, when asked if Russia would attack future elections: 'They're doing it as we sit here.' Trump immediately claimed total vindication, tweeting 'NO COLLUSION, NO OBSTRUCTION!' despite Mueller confirming the opposite. Mueller appeared halting and reluctant to engage, falling short of dramatic expectations, but his warnings about ongoing Russian interference proved prescient.

"The President was not exculpated for the acts that he allegedly committed... We spent substantial time ensuring the integrity of the report, understanding that it would be our living message to those who come after us." — Mueller's opening statement to House Judiciary Committee, July 24, 2019
