Falsely claims ACA enrollment counts "shopping cart" clicks

Trump tweeted that the White House used a "lie" to inflate Obamacare enrollment, alleging officials were counting users who merely placed plans in their online shopping carts even though an enrollee must select a plan and have the information transmitted to insurers.
